District Solicits Proposals for Clinic

Oxford, Mississippi (September 28, 2020) — Last month, the Oxford School District announced the opening of Charger Health & Wellness — a school-based health clinic that provides services to extend beyond the scope of practice for school nurses. Plans for the clinic began in 2019 but was expedited under the national emergency of a global pandemic. Oxford is joining over 2,000 districts across the United States that offer school-based health clinics for public school students. 

The district entered into an agreement for the professional services of North Mississippi Primary Health Clinic, a local provider who was able to serve OSD students and staff immediately by operating out of their mobile unit. The clinic offers medical, oral, social, and mental health services, also provides referrals to specialty care, community providers, and other programs that coordinate to ensure every student receives the care they need to stay in school. With parental consent, transportation may be provided to and from the clinic. 

Mississippi’s procurement laws do not require school districts to seek competitive bids for "professional services" such as operating a school clinic. The district is not compensating for the private entity. The district has a similar agreement with a local business, Communicare, that provides mental health services for students. However, since the announcement, the district has received interest from various healthcare providers about offering comparable services for the students and staff of the district. 

The district will release a Request for Proposals to solicit sealed, competitive proposals to provide school-based health services for students and staff of the Oxford School District at the address of 399 North 5th Street. Responses should include clerical, primary care, mental health, and dental personnel as well as social services to staff the facility with qualified professionals to perform the services that are included in the RFP. 

The Oxford School District Board of Trustees reserves the right to reject any and all proposals or to waive any non-statutory informality. The Board of Trustees reserves the right to make the contract award deemed by the Superintendent to be in the best interest of the District. The Board’s decision to accept or reject the contract shall be final.

The RFP will be posted to oxfordsd.org/rfp on Tuesday, September 29, 2020. Proposals will be due by October 30, 2020, at 12:00 noon. The contract will be awarded on November 19, 2020.
